Lightning Fleet 50

By-Laws

 Article 1 - Name

 The name of the organization shall be Lightning Fleet 50.

 Article II - Purpose

 The purpose of the Fleet is to promote Lightning Class racing and recreational sailing in the Washington DC metropolitan area.  Established in 1943, Fleet 50 is proud to carry on the tradition of the Lightning as the longest enduring, most competitive and fun one-design racing class on the Potomac River.

 Article III – Membership

Section 1.  There are two categories of members in the Fleet designated as “skipper” and “associate”, defined as follows:

(a) Skipper – An individual who has paid the current dues as specified by the Fleet, and complies with the rules of the organization.  A skipper must own or co-own a Lightning class sailboat.

 (b) Associate – An individual who has paid the current dues as specified by the Fleet and complies with the rules of the organization. 

 Section 2.  Membership shall not be transferable, nor shall dues be refunded.

 Section 3.  Each member in good standing shall be entitled to a single vote.

 Section 4.  Only Fleet members will be scored and placed in Fleet racing series and events unless the racing rules for the event specifically state otherwise.

Article IV – Executive Board

Section 1.  The affairs of this organization shall be managed by an Executive Board.  The officers of the Fleet shall constitute this Board.

Section 2.  All officers shall be elected at the annual meeting of the membership by the members from among their number.  Each officer shall serve for one year from the date of election or until a successor is chosen.  The officers of the Fleet shall serve on an executive board and shall include:

  •  Fleet Captain

  •  Fleet Secretary

  •  Fleet Treasurer

  •  Fleet Lieutenant for Racing

  •  Fleet Lieutenant for Wednesday Night Sailing

  •  Training Coordinator

  •  Scorer

  •  Webmaster

  •  Potomac Cup Regatta Chair

Section 2.  Vacancies may be filled at any meeting of the executive board by election of any member in good standing who shall serve until the next annual meeting.

Section 3.  The Executive Board shall from time to time, specify the duties of the officers.

Section 4.  Any officer may be removed from office by an affirmative vote of two-thirds of the members at a meeting where notice has been given that such vote is to take place.

Section 5.  The Executive Board shall hold an annual meeting of the membership and shall meet as called by the Fleet Captain  or any  two officers upon notice. 

Article V – Committees

Section 1.   All committees shall be appointed by the Fleet Captain who shall designate one member to serve as Chair.

Section 2.  The Fleet Captain may remove any appointed member of any committee at any time without notice.

 Article VI – Amendments

Section 1.  These bylaws may be amended on a two-thirds vote of the membership at any meeting where a quorum exists.

 Section 2.  Before any bylaws amendment may be considered, ten days or more written notice shall be given to all members indicating that a bylaws amendment will be considered at a designated meeting and, where available, such notice shall provide the text of any amendment(s).  Any ten members in good standing may require that a bylaws amendment be considered and that the appropriate notice be given for the next meeting of the membership.
